Taking substantial payments from consumers and doing shoddy or no work
St. Charles, Mo. - Attorney General Jay Nixon is suing the owners of a home remodeling firm that took hundreds of thousands of dollars from homeowners in St. Charles and St. Louis counties but did shoddy work or no work at all.
The defendants in the lawsuit filed today in St. Charles County Circuit Court are Andre F. "Andy" Powell, of 7226 Boellner, Hazelwood, and Craig W. Sebring, of 5 Oak Point Drive, St. Peters, who do business under the names A3 Design Group and Two Rivers Construction.
Nixon says Powell and Sebring began soliciting clients in person and by telephone in early 2002, offering to provide bids or estimates for home improvement work. The defendants required consumers to enter into a contract and required an initial deposit for the home improvement work.

ATLANTA (AP) — Home improvement chains are benefiting from Hurricane Charley’s aftermath as residents begin the process of repairing their homes from the damage.

The Home Depot Inc. has 33 stores in the area affected by the hurricane. Those stores have seen brisk sales of plywood, generators, building materials and lumber.

“We have pictures of stores where people are standing in line out the door into the parking lot,” Carol Tome, Home Depot’s chief financial officer, said Tuesday.

Meanwhile, Lowe’s Cos. Inc. reports its several dozen stores in the region are full of people buying shop vacuums, mops, brooms, roofing shingles, plastic sheeting and grills and propane tanks.
Neither chain would give sales figures or say exactly how much profit they expect to generate at stores in the path of the hurricane. Tome did say some Home Depot stores in the region have seen as much as a “fivefold increase in one day” in sales.

Lowe’s spokeswoman Chris Ahearn said as many as 50 of the company’s 63 Florida stores closed Friday because they were in the hurricane’s path. All opened on Saturday morning, as did Home Depot’s stores.

Nearly 12 years have passed, but the memory is still fresh for Tampa resident Randy Smith. His home was among the hundreds decimated by Hurricane Andrew in 1992. He was also among the thousands of Florida residents victimized at the time by unscrupulous contractors who swooped in to profit from the tragedy. So, when Hurricane Charley bore down on his home state, Smith felt he had a responsibility to help.
"The reconstruction of my home took more than two years and eventually cost me tens of thousands of dollars more than it should have," says Smith, now the owner of a Handyman Connection franchise serving the central Florida communities of Ft. Myers, Sarasota, Tampa, Clearwater and Charlotte County. "Unlicensed contractors came and went almost daily, but we were so desperate to get our lives back that we couldn't see how badly we were being taken advantage of."
Hoping to spare current victims a similar fate, Smith has put both his personal and professional life on hold this week to assist relief and recovery efforts. Over the weekend, Smith organized a local effort to collect relief supplies for storm-stricken communities. By Sunday night, a truck filled with water, diapers, food and clothing collected by Smith's co-workers, vendors, friends, family and neighbors was on its way from Tampa to Punta Gorda.
Now with the backing of Handyman Connection's corporate office in Cincinnati, Ohio, Smith is organizing his local network of craftsmen - remodelers, drywall contractors, finish carpenters, electricians, plumbers, tile workers and others - into teams to travel to Punta Gorda and surrounding communities to assist the rebuilding effort.
"This is a particularly difficult time for families displaced by the storm to find contractors who are licensed, qualified and insured," says Smith. "The good contractors are already overwhelmed, creating an opening for the crooks to move in."
The Handyman Connection team's objective is to be on-location and ready to work before con-artists can get a foothold and start taking advantage of storm victims.
"We want to let families know we're there to help, by offering written estimates up front, performing guaranteed work and adhering to the same pricing we always offer," says Smith. "We'll still be around next week and the week after that; we're neighbors and friends and we just want to do our small part to get these folks back on their feet."

1920s art deco ceiling discovered during remodeling project

ALAMEDA -- The 10-foot-tall rickety metal scaffolding that has temporarily replaced the cases of European pastries in Boniere bakery seems precariously high.
But bakery owner Donna Meadows fearlessly paces back and forth on it, paint roller in hand.
Two weeks ago, that scaffolding would have been too tall to even fit in the room, let alone support a 5-foot-tall woman standing atop it. But that was before, in the midst of a remodeling project, when Meadows' husband popped off part of the original 9-foot-high ceiling to take down some wall paneling.
The pair chanced upon an original 1920s art deco ceiling, about 16 feet high, complete with the architectural style's characteristic stepped forms and original lighting fixtures.

BALTIMORE — James D. Many homeowners take advantage of the warmer weather to complete necessary repairs to their homes and must be very careful when selecting a home improvement contractor.
